Duncan L. Downing earned a B.S. in Business & Technology with a major in marketing and a minor in science from Oregon State University.  Duncan also holds a Teaching Certificate from Western Oregon University.  In addition, he has completed numerous courses in sales, marketing and business management. Duncan is a Business Efficiency Consultant who helps tribal government agencies and small business owners evaluate the underlying problems of their business office.  He also assists start up businesses with setting up stationary and virtual offices.  

Duncan is currently Chief Operating Officer and Chief Financial Officer of Impact America, Inc.  Duncan’s in-depth understanding of the flow of business operations, finance departments, office paper flow, departmental improvement, phone etiquette, customer service and agency/ company image is unabridged.  

Duncan offers a wide range of services from harmonizing accounts payable and finance to establishing office procedures.  Duncan streamlines paper flow, and recognizes and defuses problem areas that may prevent operations and work processes from complying with established objectives and policies.  Duncan specializes in understanding the goals and various aspects of your agency or business to achieve a desired outcome. 

After a career of over 30 years in managing different types of businesses, Duncan has made his expertise available to others who need the knowledge. Prior to working with Impact America, Inc. Duncan spent four years in the car rental business in Portland, Oregon and San Francisco as District Manager in charge of multiple offices.  Duncan then spent thirteen years as Service Manager for a large industrial uniform company in the San Francisco and Phoenix area.  Next, he spent thirteen years in the limousine business in Phoenix, AZ.  He was Operations Manager and General Manager.  Duncan’s has a proven track record of making day-to-day business run smoothly.
